Cause

A channel attempted to open a non-Unicode file in “APPEND" access mode.

Solution

Convert the file to Unicode format with a third-party editor. The "APPEND" access mode only allows Unicode files to be opened. The "DELETTE" access mode can open non-Unicode files, but it deletes their content.
